Overseas Filipino workers Guide
Your booking will be exempted from the Passenger Service Charge(PSC) tax, by selecting “Overseas Filipino workers” as your passenger type.
Please note that at least one of the following documents is required upon check-in:
- Overseas Employment Certificate (OEC) – document issued by the POEA certifying bearer as a legitimate Overseas Filipino Worker which serves as exemption for OFWs from payment of IPSC as defined under Article I section 7.
- Balik Manggagawa – Photocopy of any of the following documents, Valid work Visa / Work Permit, Valid employment Contract, Current Employment Certificate, Valid Company ID, Recent Pay Slip.
- MIAA Exemption Certificate – document issued by the MIAA certifying bearer as a legitimate exempted passenger under MIAA Administrative Order No. 01 Series of 2000.
Royal Brunei Airlines has the right to collect Passenger Service Charge (PSC) tax should you fail to produce at least one of these documents.

- I am an Overseas Filipino Worker, but I did not select “Overseas Filipino Workers” when I made my booking. Can I still get a refund for the Passenger Service Charge (PSC) tax?
Yes. Please present a copy of the ticket showing PHP550.00 LI was collected upon purchase of ticket, an Overseas Employment Certificate (OEC) and a valid RB boarding pass departing from Manila.
- If pax claims he/she enabled the PSC exemption in the IBE but could not prove or produce the document, can the counter collect the tax from the pax?
Yes, the PHP 550.00 LI can be collected from the pax at the check-in counters.
