Travel Advisory for Citizens and Residents of Brunei Darussalam

Royal Brunei Airlines (RB) makes its best effort to update the information reflected in all COVID-19 Information Hub pages regularly, however entry or exit requirements and other travel requirements may change at very short notice. We advise our guests to check the latest advisory issued by relevant governments or authorities and be well-informed on all the travel requirements before their trip. Please note it is our guests’ responsibility to ensure they meet the travel criteria and have all appropriate approvals and documents for travel. Without this RB is not permitted to allow guests to travel in-line with international air transport regulations. RB shall not be held responsible for any guests being denied boarding for not meeting the travel requirements.

Exiting Brunei

It is travellers’ responsibility to fulfill other requirements by the destination country. 

Forms and applications

Travellers of age 18 years and above

Citizens and residents of Brunei travellers of age 18 years above must meet the following requirements:

  • Citizens and residents of Brunei Darussalam with second dose of COVID-19 vaccine administered not more than 3 months 
  • Citizens and residents of Brunei Darussalam with booster dose of COVID-19 vaccine 

Travellers of age 12 to 17 years

Before 15 May 2022, citizens and residents of Brunei travellers aged 12 to 17 years travelling with a group of all vaccinated adults will follow Vaccinated Traveller requirements.    

Effective 15 May 2022, 

  • Citizens and residents of Brunei Darussalam with second dose of COVID-19 vaccine administered not more than 3 months 
  • Citizens and residents of Brunei Darussalam with booster dose of COVID-19 vaccine 

Travellers of age below 12 years

Citizens and residents of Brunei travellers aged below 12 years travelling with a group of all vaccinated adults will follow Vaccinated Traveller requirements. 

Unvaccinated travellers

Unvaccinated citizens and residents of Brunei travellers must follow the following the requirements:

  • Allowed to exit Brunei if they have certificate of medical exemption for COVID-19 vaccination 
  • Certificate obtained from medical health centers 

COVID-19 test

It is travellers’ responsibility to fulfil other requirements by the destination country.  If RT-PCR test or ART is required before departure by the destination country, travellers may undergo at health centre or private health clinic that provides services for RT-PCR test or ART at certified ART centres. 

Insurance

  • Obtain Travel Medical Insurance with COVID-19 coverage of a minimum coverage of BND50,000 from Brunei-based or overseas insurer.   
  • The following travellers are exempted from being required to obtain Travel Medical insurance with COVID-19 coverage
    • Brunei citizens and permanent residents who are exiting Brunei for employment, studies or as eligible dependent or hold a long term visa/immigration pass in the destination country  
    • Permanent residents who are travelling to their country of nationality  
    • Civil servants who are travelling overseas for Government-sponsored official travel.  Travellers need to show a valid supporting document which states that they are on Government-sponsored official travel. 

Visa

Brunei citizens and permanent residents of Brunei exiting Brunei for employment, studying or as eligible independent must fulfil the requirements of visa/immigration. 

Exiting Brunei check-in checklist

Travellers are required to present all documents (where applicable) upon check-in. 

  • Vaccination record 
  • Certificate of medical exemption for COVID-19 vaccination 
  • Valid travellers’ passport 
  • Completed registration for e-Register 
  • Certificate of Travel Medical Insurance with COVID-19 coverage 
  • Other documents required by the destination country 

Entry into Brunei

Pre-departure form, application and payment

  • Download and register on the BruHealth App 
  • Complete an E-Health Arrival Declaration Form (ADF) not more than 24 hours before departure to Brunei. 
  • Make online payment for the post-arrival COVID-19 tests from BruHealth Portal
    • Obtain a ‘Government of Brunei Darussalam’ or ‘Ministry of Health’ payment receipt stating the traveller’s name and passport number.   
    • Civil servants returning to Brunei after travelling overseas for Government-sponsored official travel are exempted from post-arrival COVID-19 tests payment. Travellers must show valid supporting document which state that they are on Government-sponsored official travel.  

Pre-departure COVID-19 test

  • Obtain negative COVID-19 result for RT-PCR test taken 2 days before departure to Brunei OR certified negative COVID-19 result for ART taken within 1 day before departure to Brunei at a designated health centre recognised by the government of the country of departure. 
  • Obtain the certificate of negative result for COVID-19 RT-PCR test or COVID-19 ART test 
  • COVID-19 recovered travellers with proof of infection with validity period of not more than 90 days are exempted from pre-departure COVID-19 RT-PCR test and ART.  

Not vaccinated travellers

  • Brunei citizens and permanent residents of Brunei are allowed to return to Brunei 
  • Does not need to show the proof of medical exemption for COVID-19 vaccination 

Not fully vaccinated travellers

  • Brunei citizens and permanent residents of Brunei are allowed to return to Brunei 
  • Does not need to show the proof of medical exemption for COVID-19 vaccination 

Fully vaccinated travellers

Brunei citizens and permanent residents of Brunei who are fully vaccinated with booster dose of COVID-19 vaccines are allowed to return to Brunei 

Post-arrival COVID-19 test & isolation

  • Fully vaccinated travellers are required to:
    • Step 1: Perform first Antigen Rapid Test (ART) upon arrival (being day of arrival as Day 1).  
    • Step 2: Additional ART tests need to be performed on Day 2 and Day 3.
    • All ART tests can be done by travellers themselves when they arrive at their homes or hotels.
    • Step 3: ART results need be uploaded onto ART Reporting feature on BruHealth application. 
    • Fully vaccinated travellers who uploaded their negative COVID-19 ART results to BruHealth application will be given ‘Day Pass’ from their BruHealth application to allow them to enter any premises in this country.
    • A fee of BND 40.00 will be charged for the three (3) ART kits. RT-PCR test are no longer required if ART results are negative.  The payment for ART kits should be made before departure into Brunei.  Please refer Pre-departure steps.
    • Fully vaccinated travellers are no longer required to do self-isolation/quarantine if the first Antigen Rapid Test (ART) upon arrival is negative. 
    • *Step 4: However, if fully vaccinated travellers are tested positive for COVID-19 upon arrival, travellers are required to undergo a period of isolation at home residence or hotel. 
  • COVID-19 recovered travellers (who have proof of infection in which date of being tested COVID-19 positive does not exceed 90 days before departure date) are required to:
    • Step 1: Perform first Antigen Rapid Test (ART) upon arrival (being day of arrival as Day 1).  
    • No additional ART tests need to be performed on Day 2 and Day 3. 
    • ART test can be done by travellers themselves when they arrive at their homes or hotels.
    • Step 2: ART result needs be uploaded onto ART Reporting feature on BruHealth application. 
    • A fee of BND 20.00 will be charged for one (1) ART kit.  The payment for ART kit should be made before departure into Brunei.  Please refer Pre-departure steps.
    • Not required to do self-isolation/quarantine.
  • Unvaccinated travellers are required to
    • Step 1: Perform ART upon arrival (being day of arrival as Day 1).
    • Step 2: ART result needs be uploaded onto ART Reporting feature on BruHealth application. 
    • ART test can be done by travellers themselves when they arrive at their isolation accommodation (homes or hotels).
    • Step 3: Perform RT-PCR test on Day 3 after arrival. 
    • A fee of BND 100.00 will be charged for both ART and RT-PCR test .  The payment for ART kit and RT-PCR test should be made before departure into Brunei.  Please refer Pre-departure steps.
    • Step 4: Serve their mandatory self isolation at a suitable accommodation either home residence or hotel.
      Unvaccinated travellers need to immediately proceed to their declared home or hotel accommodation (via hotel-provided transportation or private transportation) and are not allowed to leave the declared accommodation except to undergo RT-PCR test at government recognized swab centres on Day 3. Travellers are required to remain with their declared accommodation until they receive a negative COVID-19 RT-PCT result of Day 3. Public transportation is not allowed before completing the mandatory self-isolation.
       
    • COVID-19 RT-PCR can be done at health centres or private health clinics that offer RT-PCR swab test services listed here.
    • Bru-HIMS (Brunei Darussalam Healthcare Information and Management System) number is needed to undergo post-arrival RT-PCR test in Brunei Darussalam.  Registration for travellers who do not have Bru-HIMS number can be done by focal or travellers’ sponsor on behalf of the travellers at Government Hospital in Brunei Darussalam.
    • *Step 5: If unvaccinated travellers are tested positive for COVID-19 upon arrival, travellers are required to undergo a period of isolation in compliance with existing health protocols.

Entry into Brunei checklist

The following are required (where applicable) before departing into Brunei: 

  • Vaccination record 
  • Certificate of medical exemption for COVID-19 vaccination 
  • Valid travellers’ passport 
  • Completed E-Health Arrival Declaration Form 
  • Certificate of negative COVID-19 result for RT-PCR taken within 2 days before departure OR certificate of negative COVID-19 result for ART taken within 1 day before departure 
  • COVID-19 recovery certificate 
  • Receipt for post-arrival COVID-19 test 
  • Certificate of Travel Medical Insurance with COVID-19 coverage 
  • Valid visa/immigration pass
